Although not required by law to be used in real estate transactions, the SPQ was created because many buyers and real estate agents alike had come to believe that the disclosures mandated by the TDS were not adequate. The RPA makes delivery of the SPQ a contractual requirement unless the seller is exempt from delivering the TDS.
